. abc7 news reporter kera clapper is live in napa where they are watching that river rise inch by inch. >> yes. inch by inch, carolyn, especially as the rain continues to fall. i've come to the realization this is my lot in life, to be put in situations where the rain is blowing horizontally at me all morning long. the wind is whipping through napa. we have a look at the river this morning whereas carolyn mentioned, flooding is a concern. it was expected that the river would surpass it's flood level about noon today. now that's changed. estimates go anywhere from 1:00 p.m. to between 5:00 p.m. and 6:00 p.m. estimates are the water could rise and reach 25 to 27 feet. elsewhere here in napa you can see downtown. it is just soaked. the whole city is soaking wet. wind again a big factor this morning. not a lot of cars on the road. i popped into the one business open. that's starbucks on the corner. they say they are a lot emptier than they usually are this time of morning. normally people are out but people are staying inside and that's probably a good thing as the wind and rain creates ve

outages. 44 u.s. el sabroe and richmond has 11 outages affecting 1500 customers. the napa river is in danger of over flowing its banks. there is a flood warning posted right now. the river expected to reach flood stage this afternoon. abc7 news reporter cara clapper has been in napa throwout the morning. throughout the morning. cara, you have the latest. >> good morning, carolyn, i do. the flood warning remains in affect for the napa river in nap ma and saint huh h -- saint helena. it is surging, swelling. it was not this high a few hours ago. you can see the storm debris flowing through the river, and this rain is continuing. relentless day luge hitting us in downtown napa this, month. because the soil is already so saturated the rain is expected to pus the -- to push the napa river to the flood stage. the flood level is 25.1 feet in napa, but they are projecting the water could go as high as 27 feet between 1:00 this afternoon and 6:00 this evening. as we all know, downtown napa saw the river overwhelm and over flow in 2005. thousands of acres flooded. residents were evacuated

kera clapper is live in napa where a flood warning is in effect. nick smith is live at the pier in pacifica. we will begin with our meteorologist lisa argen. >> hi, everyone. the rain is in the north bay. it has been gusting and wind gusts up to 50 miles an hour at the airport. as we look at live doppler 7hd right now we see the heavy returns up through highway 101, cloverdale and ross. all this will continue to sink southward. here we are in the southern marin county, richmond, lighter rain to the east and berkeley. not quite reaching the east bay in concord. taking you into alamo. also lafayette and light shower activity. if you are not feeling the rain, you are feeling the wind. a little bit better returns here up from south san francisco, daly city, san bruno. pretty quiet in the south bay except for morgan hill and gilroy some shower activity. winds gusting to 49 miles an hour at sfo. a wind warning in effect. and oakland, 36 miles an hour. you can see all across the bay area, santa rosa from 41 miles an hour to san jose. we have the wind, we have the rain, we have a flash

with today's storm is as much of a story as what did. here's a live picture or the napa river in napa. although the town got drenched the river depressed overflow. city officials credit a flood control project still being built as helping get rid of the extra water. we'll have a live report at 6:15. sonoma county, in gurneyville, residents dodged a bullet. the russian river did not overflow. sonoma county received between four to ten inches of rain. residents hope when the tide goes out, the excess water will go with it. >>> there are some flooded streets in san francisco as well as fallen trees, hill -- hill -- lillian him is live. reporter: this is quite a big cleanup job. this large tree came crashing down this morning. as you can imagine for the people who live here, it as quite a scare. >> the family surveyed the damage. luckily no one was hurt but this large tree, which came from the house two doors down, damaged the fence and a tree. their dog was in the backyard when it happened. >> i was there with my dog, and that would happen been just tragic. i'm glad he ran. he has big

in sonoma county and earlier the flood was canceled. we will have more at 11:30, but first to napa county as john alston shows us, there was some flooding, but not the day luge they feared. >> the river reached its peek at 6:00 p.m. and stayed in its banks and nobody was flooded. officials give credit to the flood control project. >> i am thankful the engineers engineered correctly. >> the project seems to be working. i was a big skeptic, but i think it is doing its job. >> the napa river was expected to go a foot above flood stage which is five miles north of downtown. it is mainly an agricultural area with a few homes nearby. >> it could get me wet around the property. i have a natural drainage swell that runs through the vineyards. we will find out. hopefully we will stay dry. >> we had two inches in our yard , and they were calling for 3 to 7. that had a lot to do with it. it is just the way nature works. >> a few businesses along main street kept sandbags, but they were not needed. >> we came in this morning and the owner said, you can move them. we are not sure what is going to happ

. we have visibility down to a quarter mile. fairfield reporting, fog at times, napa down to a quarter mile as well as nova toe. your visibility could drop off suddenly as you make your morning drive. we're seeing the chilliest numbers over the north bay. with the chilly conditions and calm conditions, setting the stage for cold numbers, the possibility for fog over the north bay. upper 30s in napa. off to the east bay. we're looking at the fog spilling in the central valley. be prepared. a lot of fog reported in that area. ridge of high pressure will continue to stretch into the bay area at some point bringing us an offshore breeze. i will be tracking that for you. but wean now and then -- but between now and then, unseasonably colder weather into next weekend. 61 san francisco. 62 in oakland. low 60s, concord and, antioch, hayward down into the south bay. 63 san jose. 63 mountain view. low 60s palo alto as well as redwood city, the extended forecast, a little warming trend into the weekend. it's just going to be nice. mild weather will continue through about tuesday. back to you. >>>

in napa still county still closely watching the napa river. but there's good news -- the river is expected to stay below flood stage. several roads cover a peach orchard and several other vineyards were flooded. >> deer park, silverado, pretty flooded, where the peachtrees are. >> reporter: and st. helena, recorded almost 4 inches of rain in just 24 hours. the flood warning for the russian river has been canceled. forecasters say it will not jump over the banks near guerneville. sonoma county opened an emergency operations center just because of flooding after the daker it passed. >>> 7:03. pg&e expects to restore power today to most of the areas experiencing outages from yesterday's storm. the utility has returned power to another 200 customers in the past two hours. the north bay and east bay regions now have 625 without power and the east bay, 595 and the south bay, 655, still in the dark. >>> police say a chase started hen they tried to stop a car speeding in san jose. it turns out the suspect, 27- year-old rohilio pena, ran on foot. he was caught and arrested. >>> also, two chp office
